The School Board of Hillsborough County, Florida, met in workshop session September 15, 2015, at 1 p.m., in the Staff Conference Room, 901 East Kennedy Boulevard, Tampa, with Superintendent Jeff Eakins and Board Members Doretha W. Edgecomb, April Griffin, Carol Kurdell, Sally Harris, Melissa Snively, Cindy Stuart, and Susan Valdes present.  Chair Valdes presided.

Approximately seven people were in the audience, including other school district personnel.

Chair Valdes called the workshop to order at 1:03 p.m., commenting that Members Kurdell, Snively, and Stuart were not present, but on their way; recognized Dr. Mel Jurado who was present for the workshop.

Brainstorm Session Regarding the Superintendent’s Evaluation Instrument (Human Resources Division)

 

This workshop was held to review evaluation instruments from other districts, and to review the evaluation process for the Superintendent.

Superintendent Eakins made brief remarks on starting evaluation rubric process and feedback from board; recognized "Dr. Mel” who has been working with senior staff.

Stephanie Woodford commented on making sure we are headed down the right road in what the board wants – purpose, design, and implementation.

Mark West, General Director – Employee Relations, discussed the Board packet of information that was requested from another workshop, which includes:
  • Teacher Evaluation Rubric
  • Principal Evaluation Rubric
  • Seattle Superintendent Evaluation
  • Denver Superintendent Evaluation
  • Prince George Superintendent Evaluation
  • Broward County – Completed Superintendent Evaluation 2013-14

Mrs. Woodford discussed steps for the evaluation process (a tool for the Superintendent– instructional and provides feedback) and timeline.

Dr. Mel’s commented that the Board has the performance criteria (key performance indicators) – insert the prism (the values and evaluating the values), values not evaluated are slogans; give the Superintendent feedback proactively, as he’s going to give his staff feedback – live out values across the board.  Keep evaluation clean and simple – provide feedback on areas that the Board has truly articulated. 

Mr. Porter discussed timeline for evaluation – the Superintendent’s contract has to be completed by April 30 for May deadline, with self-assessment January 2016.   Contract will not be voted on for two years. Evaluation not tied to renewal of contract – evaluation does not come to the Board for approval, just the renewal of the contract.

Marie Whelen and Kay Bonte (Human Resources) will develop form for feedback (comes after rubric), which will help guide what the next steps (areas of focus) will be.

There was general discussion to include aligning evaluation with evidence (vision, mission, four pillars {Strategic Plan}/teacher evaluations; consider including facilities); domains; weighting or  not weighting the evaluation; suggested next steps have specific outline for board members; training (workshop) was suggested for board members once the instrument/timeline put together – keep instrument simple – don’t complicate the process, edit, provide feedback. 

Dr. Mel will work with Human Resources and senior staff to provide feedback in October; Chair Valdes will find a workshop date
