Schools and district offices are closed on Friday during summer hours. Our district will return to regular business hours Monday, July 30, 2018.

Tuesday, November 3, 2015

The School Board of Hillsborough County, Florida, met in workshop session November 3, 2015, at 9 a.m., in the Board Auditorium, 901 East Kennedy Boulevard, Tampa, with Superintendent Jeff Eakins and Board Members Doretha W. Edgecomb, April Griffin, Carol Kurdell, Sally Harris, Melissa Snively, Cindy Stuart, and Susan Valdes present. Chair Valdes presided.

Chair Valdes called the workshop to order at 9:03 a.m.

Fiscal Year 2016 Gibson Consulting Scope of Work for the Analysis, Review, and Reporting of the Operational Efficiency Review for our District (Business Division)

 

This workshop was held for Greg Gibson, Gibson Consulting Group, to present information gathered from review of district reports and one-on-one conversation with School Board members. 

 

Superintendent Eakins made brief remarks regarding the workshop.

 

Mr. Gibson provided a Power Point presentation on an efficiency study discussing:
  • Profile of Gibson Consulting Group – dedicated exclusively to k-12 education market; service areas include Management and Efficiency, Internal Audit, Technology and Information Management, and Research and Evaluation.
  • Summary of board and staff input; compliance concerns.
  • Major efficiency study clients (various school districts across the U.S; consultant firm worked with our district on 2001-02 OPPAGA (Office of Program Policy Analysis & Government Accountability) Review.
  • Definition of terms – Financial audit, efficiency study/performance audit, internal audit, compliance audit, forensic audit.
  • Sustaining approach taken and moving forward.  What is important – Timing of results; cost of project; project goals (cost savings, effectiveness & efficiency, and compliance).
  • Approaches to the work – advantages/disadvantages – Project Option 1: Comprehensive Review; Project Option 2 – Operational Review; Project Option 3 – Targeted Review.
  • A comprehensive review can be done in stages, with cost savings opportunities first.  If going to focus on cost savings, get what you need for your budget and then finish in the fall of the following year.  His firm will look at financial audit, but will not duplicate the external financial auditor’s work; external financial auditors do not do efficiency audits.

 

After general conversation on various types of audits and efficiency, there was consensus by the Board to have the Superintendent bring a recommendation for a contract with Mr. Gibson and his firm for a staged comprehensive study (audit), to include a timeline (understanding timeline may change) to the next board meeting (November 17, 2015) – operational side of the district will be reviewed first. 

 

Message is we are doing the right thing for kids – create greatness – make sure every dollar that is appropriated to Hillsborough County is to support our students, and that this is a great organization.

 

Chair Valdes and board members thanked Mr. Gibson and the Superintendent and staff for moving us forward.

  • Provide agenda for the next board retreat a week in advance.
  • School Board members wished Chair Valdes a happy birthday.
