The School Board of Hillsborough County, Florida, met in workshop session February 23, 2016, at 1 p.m., in the Staff Conference Room, 901 East Kennedy Boulevard, Tampa, with Superintendent Jeff Eakins and Board Members Doretha W. Edgecomb, April Griffin, Carol Kurdell, Sally Harris, Melissa Snively, Cindy Stuart, and Susan Valdes present.  Chair Griffin presided.

Approximately 18 people were in the audience, including other school district personnel.

Chair Griffin called the workshop to order at 1:04 p.m.

SpringBoard Curriculum in Language Arts and Math (Curriculum and Instruction Division)

 

This workshop was held to provide the School Board with an overview of SpringBoard Language Arts and Math curriculum, along with past student performance data.

 

Superintendent Eakins made brief remarks, as well as Mr. Ayres on the alignment of SpringBoard with the Strategic Plan.

 


 

Mr. Oest made brief remarks and thanked the Curriculum and Instruction staff for preparation of the workshop.

 

Mr. Eric Bergholm introduced SpringBoard Language Arts and Math coordinators for grades 6-12 -- Jessica Brockman (Language Arts) and Patra Cooks (Math).

 


 

Ms. Cooks and Ms. Brockman provided a PowerPoint presentation on SpringBoard Language Arts and Math, discussing the focus on student learning; timeline; research-based design and practice; SpringBoard Model; SpringBoard Digital; Math and Language Arts assessments; AP exams, Connecting SpringBoard to Career & College Readiness; Talent Management; and Financial Impact of SpringBoard. HCPS has been using the SpringBoard Curriculum across the county in grades 6-12 since 2008.  A short SpringBoard video was shown. 

 

There was general discussion to include:

 

  • Educating students on assessment – how are we helping students to understand content and assessment to drive engagement

 

  • Springboard vs Non-SpringBoard users

 

  • Board members are hearing that teachers and students do not like SpringBoard (no positive comments). If we keep SpringBoard, how do we get the buy-in from teachers, students, and parents?  Perception of teachers – make SpringBoard work. Large number of students speaking at student forum oppose SpringBoard/number of AP exams. 
  • Is there an alternative to SpringBoard?  What are other successful districts using? Out of 67 Florida districts – 24 use it.    

 

  • SpringBoard not for general education population; concerned we are providing college-level AP work to students that don’t need it. Would like to know number/percentages of students taking AP exams.  SpringBoard Math more of a complaint than Language Arts.   Miscommunication/misunderstanding regarding SpringBoard (flexibility to use or not use). Need to have in-depth conversation with students/teachers, other than Advance Placement/IB students/teachers.

 

  • Expectation of what comes next - Springboard contract expires in 2017.

 

 

 

Chair Griffin asked board members to email her their expectations of "next step.”  Be cognizant of having this as a shorter contract.  A year not enough time to analyze a new curriculum and textbook adoption.

 

 Superintendent Eakins thanked everyone for attending the workshop.  Choosing curriculum is important, difficult thing to do.  We have flexibility (which needs to be communicated to students/teachers), be careful how we message. Take message out to school to support our students and teachers.

Fiscal Year 2016/2017 Budget Workshop (Business Division)


 

This workshop was held to provide the School Board with the latest 2016/2017 budget update.  Connie Milito provided a brief update, via conference call from Tallahassee.  Dr. Jim Hamilton and Dr. Jason Pepe were both present with Ms. Milito during the conference call.  Discussion included:

 

  • Not sure at this time what is going to happen with Legislature, the House and Senate have moved for individual budgets, roughly about the same amounts – waiting for House/Senate agreements.  The House/Senate will appoint members for a conference committee to hammer out differences.
  • A lot of bills have not been heard – education bills may not be passed due to running out of time. Focusing on details of lowest 300; still moving at this time is teachers who had certain SAT scores will receive bonuses.  House budget relies more on local budgets; Senate side wants to look at state funding. 
  • Hillsborough to be included in ESE

 

Superintendent Eakins and Chair Griffin thanked Ms. Milito and Dr. Hamilton.
