Tuesday, January 19, 2016

The School Board of Hillsborough County, Florida, met in special session Tuesday, January 19, 2016, at 9 a.m., in the School Board Auditorium, 901 East Kennedy Boulevard, Tampa, with Superintendent Jeff Eakins, and Board Members Doretha W. Edgecomb, April Griffin, Sally Harris, Carol W. Kurdell, Melissa Snively, Cindy Stuart, and Susan Valdes present.  Vice Chair Cindy Stuart opened the meeting and Chair   April Griffin presided

Call to Order:  Meeting called to order at 9:11 a.m.


Moment of Silence and Pledge of Allegiance:  Moment of silence followed by Vice Chair Stuart leading in the Pledge of Allegiance to the United States Flag.

Motion by Mrs. Harris, second by Mrs. Valdes, to adopt the agenda.  Motion unanimously carried.

Approve Negotiated Salary Agreement, Revised Psychologist and EST Salary Schedule, Language Changes for ESP, and Memorandums of Understanding with the Classroom Teachers Association (HCTA)

 

Superintendent Eakins provided a brief highlight of the agenda items.  Mark West, General Manager, highlighted the items.  Thanked Stephanie Baxter-Jenkins, Jean Clements and the entire bargaining unit for the work in presenting these settlements.

Comments by Vice Chair Stuart, Ms. Edgecomb, Mrs. Valdes, Mrs. Kurdell, and Superintendent Eakins.

Discussion:

  • Language changes reviewed
  • Attachment E – is specific for this year
  •  How will these changes be communicated?  Mr. West and Mrs. Woodford have a communication prepared, discussed with affected employees, and when approved this will go out to those employees.·       
  •     Asked the union if they have a way to see why the 6% did not vote to ratify.  People at the top that received nothing or $250 felt unhappy.  No retroactivity for the ESPs.
  •  Section D – added titles and positions have been added.  Have all positions been inventoried to be sure we have not missed any groups.  Yes, reports were reviewed.
  • The top of the salary scale between 20 to 30 years are not getting a raise, or if the employee is within the three year span.  They will get experience movement.  All ESPs are getting a raise and movement.
  • Asked to continue to have Town Hall meetings to receive input and build bridges.
  • Attachment E – is specific for this year.  We are stepping away from the salary band.  Where is the money coming from to pay for that and have we taken money from the reserve.  Performance pay dollars and third year band teachers were already factored into the budget approximately $30 million.  Other dollars were as a result of the cost savings at the beginning of the year.  At this time we do not anticipate touching the reserve fund balance. 
  • Testing has an impact on teacher salaries.
  •  Page 6 – Attachment D 9.2.4 – Bus Rider Attendants are guaranteed a six hour minimum.  Six hour minimum qualifies an employee for insurance with the affordable care act.
  • Would like a meeting to discuss the negotiation process with the board, staff and the union.  Clarity is important regarding the process.  We need to ensure good faith bargaining throughout.  The union would be happy to talk about it but the process is a legal process.  There is a fine line and the board cannot negotiate.  There can be a workshop to discuss the process.  Asked for a time line for the negotiation process.
  • Overall pay scale for teachers – Hillsborough is at 40% regarding testing.  It was changes last session and it can go down to 33%.

Superintendent Eakins thanked the union and the bargaining teams for getting us to this place today.  Starting bargaining in May should put us in a better position when discussing bargaining and the needs of our employees.

Approve Recommended Salary Agreement for Administrators

Motion by Mrs. Kurdell, second by Mrs. Valdes, to approve the Superintendent’s recommendation for 4.02 and 4.03.  Motion unanimously carried.
