Tuesday, June 16, 2015

The School Board of Hillsborough County, Florida, met in workshop session June 16, 2015, at 1 p.m., in the Board Auditorium, 901 East Kennedy Boulevard, Tampa, with Acting Superintendent Jeff Eakins and Board Members Doretha W. Edgecomb, April Griffin (via phone), Sally Harris, Cindy Stuart, and Susan Valdes present.  Chair Valdes presided.

Approximately 41 people were in the audience, including other school district personnel.

Chair Valdes called the workshop to order at 1:04 p.m., commenting that Mrs. Edgecomb would not be able to attend the afternoon session.

Review the 2015-2016 Student Handbook (Administration Division)

 

This workshop was held to review the 2015-2016 Student Handbook, which is distributed to parents and students at the beginning of the school year as a reference to district and school procedures.

 

Acting Superintendent Eakins made brief remarks.

Tanly Cabrera provided a brief introduction of the Student Handbook.  An electronic version of the handbook was piloted during the 2014-2015 school year. The Student Handbook for 2015-2016 will be electronic districtwide – parents will have the option of accessing the handbook electronically or receiving a hard copy.  Schools also review the handbook with students.

 

The 2015-2016 Student Handbook will be updated to include the recently revised vision and mission statement.

 

Board members discussed difficulty in trying to review the entire Student Handbook at this workshop.  Want to make sure the procedures we have in place align with the Policies, there is clarity and no inconsistency between the documents. Discipline side will need further review.

Brenda Grasso, Area Leadership Director, addressed review of the handbook at the secondary level.

There was general discussion by board members and staff to include:

 

  • Consistency of dress code enforcement and shortening the verbiage on what can/cannot be worn
  • Student Handbook, Principals’ Packet, and Policies should be in alignment.
  • List things that are non-negotiable; consider "hyperlink” in handbook for non-negotiables
  • Standards for reporting bullying (multiples ways to report) – however reported, it is mandated to be follow-up on

 

  • Emergency cards have always been an issue with the schools – Mr. Porter was asked to review the Emergency Card.

 

  • Cell phone/electronic devices – make sure the offenses/consequences are reviewed at the beginning of the school year and clearly understood. 

 

  • Suggested review of the handbook bi-annually/quarterly, and consider using the same type of form the board uses for policy revisions. Mr. Eakins and Mr. Porter may develop another form for handbook review.

 

  • Mr. Eakins, Mr. Porter, and staff will review drafts of the Student Handbook, Principals’ Packet, and current policies – most importantly, that policy is being implemented and any discrepancies identified.

Chair Valdes will schedule a board workshop for "document review” Tuesday, September 15 (1-3 p.m.).

A Special Called Board meeting will be scheduled prior to first week of July (timeframe for handbook has to include bidding job, printing, and distribution) to approve the Student Handbook.  Mr. Eakins and Dr. Pepe will decide on a drop-dead date and work with Chair Valdes on Special Called Board meeting date in order to get handbook printed and distributed properly.
