Tuesday, March 31, 2015

The School Board of Hillsborough County, Florida, met in workshop session March 31, 2015, at 9 a.m., in the Staff Conference Room, 901 East Kennedy Boulevard, Tampa, with Acting Superintendent Jeff Eakins and Board Members Doretha W. Edgecomb, Sally Harris, Melissa Snively, Cindy Stuart, and Susan Valdes present. Chair Valdes presided.

Approximately ten people were in the audience, including other school district personnel.

Chair Valdes called the workshop to order at 9 a.m., and made brief remarks on workshops pertaining to policies.

(1) School Board Policies (Administration Division)

This workshop was held to review policy updates relating to the Divisions of Curriculum and Instruction, Human Resources, Information Technology, and Student Services.

Mr. Eakins made brief remarks regarding the draft policies being presented at this workshop. He welcomed Stephanie Baxter-Jenkins, Executive Director for the Hillsborough Classroom Teachers Association, who was also present at the workshop.

Curriculum and Instruction

Denny Oest and Karine Johns discussed the following policies:

  • 2220 – Adoption of Courses of Study (revised)
  • 2510 – Adoption of Textbooks (revised)
  • 2520 – Selection of Instructional Materials (rescind*)
  • 6661 – Instructional Materials Allocation (rescind*)

* Language from Policies 2520 and 6661 merged with Policy 2510

An information item will be provided to the Board about the textbook adoption process (cycle of textbooks).

Human Resources

Stephanie Woodford, Dena Collins, and Mark West discussed the following policies:

  • 1430.01 – FMLA Leave (revised)
  • 1430.03 – Donated Sick Leave (new)
  • 3430 – Absent Without Leave (revised)
  • 3430.01 – FMLA Leave (revised)
  • 3430.03 – Donated Sick Leave (new)
  • 4430 – Absent Without Leave (revised)
  • 4430.01 – FMLA Leave (revised)
  • 4430.03 – Donated Sick Leave (new)
  • 5517.02 – Anti-Harassment Complaint (new)

Information Technology

Rick Laneau discussed the following policies:

  • 3700 – Employee Use of Social Media Networks (new)
  • 4700 – Employee Use of Social Media (new)
  • 5136 – Wireless Communication and Other Electronic Devices (revised)

Develop social media committee (to include students) for further discussion of the policy (3700). A side-by-side comparison will be done of Policy 5136 and the Bring Your Own Device policy as well.

Student Services

Lanness Robinson discussed the following policy:

  • 2431.01 – Participation Policy for Student-Athletes Who Transfer (revised)

Hold on this policy until receive further legislative information.

Board members and staff discussed all items, and changes/suggestions were made as needed on the policies presented for Curriculum and Instruction, Human Resources, Information Technology, and Student Services.

Next step is to advertise any changes, with the exception of the social media policies (3700/4700) – a committee will be established for further discussion. The district will be reviewing policies twice a year (rolling cycle) and any changes in Legislature affecting policies will be brought forth to the Board. Any policy not submitted during regular policy cycles can be submitted to the Board on a separate cycle if needed.
