The School Board of Hillsborough County, Florida, met in workshop session February 10, 2015, at 1 p.m. in the Board Auditorium, 901 East Kennedy Boulevard, Tampa, with Board Members Doretha W. Edgecomb, April Griffin, Sally Harris, Carol Kurdell, Melissa Snively, Cindy Stuart, and Susan Valdes present. Chair Valdes presided.

Approximately 38 people were in the audience, including other school district personnel.

Chair S.Valdes called the workshop to order at 1 p.m. Workshop being streamed live and available on website.

(1) Continuation: Further Discussion for the Procedures of Selecting Future Superintendent (Human Resources Division)

This workshop is a continuation of the morning workshop.

Gretchen Saunders provided a draft agenda item. During the board meeting on February 17, 2015, this agenda item will allow board members to discuss and make a decision if they would like to proceed with a national search firm. Palm Beach County reached out to three nationally recognized firms. The option of creating an evaluation tool and assisting in the agreement of contract terms was added to agenda item and the timeline revised. If decision made to proceed with the national search firms, during the March 3, 2015, board meeting, the proposals would be reviewed and a firm will be decided upon.

  • Board members will compare all three contracts with fee schedules, prior to the March 3, 2015, board meeting. FSBA will also be considered.
  • Board would like the search firms to provide a draft of an evaluation tool based on their input.
  • The evaluation tool should mirror the teacher’s evaluation.
  • Would like examples of evaluation tools from other districts.
  • The principal’s evaluation tool has been completed.
  • Board would receive an update from the search firm chosen by March 31, 2015.
  • Community meetings can be held in March.
  • Chair S. Valdes will work closely with search firms to schedule community meetings.
  • Flexibility needs to be maintained with timeline.
  • Encourage the Board to allow firm to create the evaluation tool.
  • If the Board does not want an interim superintendent, they would need to adopt the timeline with an end date of June 23, 2015, to have superintendent in place by July 1, 2015.
  • The timeline provides the public with an end date.
  • If an outside candidate is hired, they may not be in place by July 1, 2015.
  • Board does not dictate the contract.
  • Board may seek guidance from the selected search firm.
  • The contract will be between the superintendent and the Board.
  • Candidates may be interviewed during graduation at the Florida State Fairgrounds.
  • Interviews will be completed by June 9, 2015.
  • Decision regarding the next superintendent will be made at the June 23, 2015, board meeting.
  • If decision is not made by June 23, 2015, an interim will need to be appointed.
  • A Special Called Board meeting may be called, if needed.
  • On May 19, 2015, a list of candidates would be released.
  • Board will have individual interviews with candidates during May 20 – 25, 2015.
  • May 26, 2015, and June 9, 2015, interview dates mirror Palm Beach County timeline. The Board is not bound by two sets of interviews.
  • Board member calendars will need to be flexible to meet the June 23, 2015, timeline.
  • The search firm selected, will create the timeline with beginning and end dates.
  • Board wants to provide input to selected search firm.
  • A workshop with selected firm will be held on March 17, 2015.
  • The agenda item to discuss the selection of a national search firm or FSBA, will be brought to board meeting on February 17, 2015.
  • The evaluation tool and contract terms will be provided to board members, prior to the board meeting on February 17, 2015. This will also be added to the scope of work.
  • The clarity of fee schedules will be placed on the agenda item.
  • The search firm can assist with creating the evaluation tool and contractual agreement of a superintendent. (additional cost will apply)
  • A search firm will be selected during the March 3, 2015, board meeting.
  • Remove Palm Beach County simulation from executive summary on agenda item.
  • The Palm Beach County timeline was added to agenda item for transparency.
