Tuesday, November 22, 2016

The School Board of Hillsborough County, Florida, met in regular session Tuesday, November 22, 2016, at 12 p.m., in the School Board Auditorium, 901 East Kennedy Boulevard, Tampa, with Superintendent Jeff Eakins, and Board Members Doretha W. Edgecomb, April Griffin, Sally Harris, Carol W. Kurdell, Melissa Snively, Cindy Stuart, and Susan Valdes present. 

April Griffin presided until the reorganization and the chairmanship was turned over to Cindy Stuart.

Others present were:

Approximately 145 people were in the audience, including other school district personnel.

Call to Order:  Meeting called to order at 12:01 p.m.

Moment of Silence and Pledge of Allegiance:  Moment of silence followed by Vice Chair Stuart leading in the Pledge of Allegiance to the United States Flag. 

Reorganization of the Board:

Mrs. Griffin asked Judges, newly elected, and re-elected Board Members to come forward to be sworn in. 

Judge Michael Scionti, administered the oath of office for Susan L. Valdes, District 1.  Judge Barbara Twine Thomas, administered the oath of office for Cindy Stuart, District 3, Tamara Shamburger, District 5, and Lynn Gray, District 7, County-Wide.

Family and friends of re-elected and newly sworn in board members were recognized.

Vice Chair Stuart recognized outgoing Chair Griffin.  She read a resolution into the record and asked for the adoption of resolution. 

The resolution is to be part of the official minutes with said page dedicated to April Griffin.  Mrs. Griffin was presented with a copy of the resolution, framed artwork of a picture of Mrs. Griffin and Bailey Elementary School students, and a plaque for her distinguished service.

Motion by Mrs. Valdes, second by Mrs. Harris, to adopt the resolutionMotion unanimously carried.

Resolution for Outgoing Chair April Griffin

WHEREAS, April Griffin has completed her term as Chair of the School Board of Hillsborough County, Florida, and

WHEREAS, her constant concern and untiring efforts were instrumental in providing the best educational opportunities for children and adults in Hillsborough County, Florida, and

WHEREAS, Mrs. Griffin’s outstanding service to the community and devotion to public education as Chair of the School Board of Hillsborough County, Florida made a difference in the lives of students, and

WHEREAS, students, district employees, and the community honor her for her deep and abiding concern for the educational needs of students,

NOW, THEREFORE, BE IT RESOLVED that the School Board of Hillsborough County, Florida, deems it fitting and proper to publicly recognize the distinguished contributions of APRIL GRIFFIN and to express its great appreciation to Mrs. April Griffin for her efforts and work as Chair of the School Board of Hillsborough County, for 2015 - 2016.

BE IT FURTHERED RESOLVED that the achievement of those whose lives she affected will forever remain a tribute to her.

BE IT FURTHERED RESOLVED, that a copy of this Resolution be certified by the Superintendent of Schools of Hillsborough County, Florida, and be immediately presented to Mrs. April Griffin.

BE IT FURTHERED RESOLVED, that a copy be placed in the minutes, and said page dedicated to

Mrs. April Griffin and a copy of this Resolution be made available to the public.

ADOPTED this 22nd day of November, 2016.

Mrs. Griffin made brief remarks highlighting the work of the board during her year as chair. 

Mrs. Griffin turned the gavel over to Superintendent Eakins for the purpose of electing a new Chair and Vice Chair.

Jim Porter, School Board attorney, explained the process of electing a Chair and Vice Chair pursuant to Florida Statutes.  Superintendent Eakins acted as Chair and conducted the election of Chair and Vice Chair.

Superintendent Eakins asked for nominations for School Board Chair. Mrs. Cindy Stuart was nominated.

Motion by Mrs. Harris, second by Mrs. Valdes, to close the nominations for School Board Chair.  Motion unanimously carried.

Cindy Stuart was elected as Chair by acclamation

Superintendent Eakins asked for nominations for School Board Vice Chair.  Mrs. Sally Harris was nominated.

Motion by Mrs. Snively, second by Mrs. Stuart, to close the nominations for School Board Vice Chair.  Motion unanimously carried.

Sally Harris was elected as Vice Chair by acclamation.

Superintendent Eakins called a 2 minute recess at 12:29 p.m.

Chair Stuart reconvened the meeting at 12:38 p.m.

Motion by Mrs. Griffin, second by Mrs. Harris, to adopt the agenda.  Motion unanimously carried.

Board – Roll Call:  Chair Stuart declared a quorum with all Board Members present.

Authorize Annual Meeting of the Hillsborough School Board Leasing Corporation for Certificates of Participation (COPs) Program (Business Services)

Gretchen Saunders, Chief Business Officer, introduced John Stokes, Bond Counsel, Nabors, Giblin and Nickerson.  Mr. Stokes explained the process of annually appointing new officers to the Hillsborough School Board Leasing Corporation and per corporation by-laws the Board of Directors is required to conduct an annual meeting on the same date as the annual School Board Reorganization meeting.

Chair Stuart recessed the School Board meeting and convened the annual meeting of the School Board Leasing Corporation at 12:55 p.m.

Mrs. Griffin, (as Chair/President of the Corporation) recommended the appointment of the current members of the School Board as Board of Directors of the Corporation.

Motion by Mrs. Valdes, second by Chair Stuart, to appoint the current members of the School Board as Board of Directors of the Corporation.  Motion unanimously carried.

Mrs. Griffin, as Chair/President of the Corporation, asked for a motion to appoint Cindy Stuart as Chair of the Board of Directors of the Corporation.

Motion by Mrs. Valdes, second by Mrs. Snively, to appoint Mrs. Cindy Stuart as Chair of the Board of Directors of the Corporation.  Motion unanimously carried.

Mrs. Griffin, as Chair/President of the Corporation, asked for a motion to appoint Sally Harris, as Vice Chair of Board of Directors of the Corporation.

Motion by Mrs. Valdes, second by Mrs. Snively, to appoint Mrs. Sally Harris as Vice Chair of the Board of Directors of the Corporation.  Motion unanimously carried.

Mrs. Griffin, as Chair/President of the Corporation, recommended the appointment of the following officers.

  • Cindy Stuart - President of the Corporation
  • Sally Harris – Vice President of the Corporation
  • Jeff Eakins - Secretary/Treasurer of the Corporation

Motion by Mrs. Valdes, second by Mrs. Snively, to appoint Mrs. Cindy Stuart as President of the Corporation, Sally Harris as Vice President of the Corporation, and Jeff Eakins, as Secretary/Treasurer of the Corporation.  Motion unanimously carried.

The School Board Leasing Corporation meeting adjourned and the School Board meeting reconvened at 12:57p.m.
