Tuesday, November 15, 2016

The School Board of Hillsborough County, Florida, met in special called session Tuesday, November 15, 2016, at 11 a.m., in the School Board Auditorium, 901 East Kennedy Boulevard, Tampa, with Superintendent Jeff Eakins, and Board Members Doretha W. Edgecomb, April Griffin, Sally Harris, Carol W. Kurdell, Melissa Snively, Cindy Stuart, and Susan Valdes present.  Chair April Griffin presided.

Call to Order:  Meeting called to order at 11:12 a.m.

Moment of Silence and Pledge of Allegiance:  Moment of silence followed by Vice Chair Stuart leading in the Pledge of Allegiance to the United States Flag. 

Adoption of the Agenda:

Motion by Mrs. Valdes, second by Mrs. Harris, to adopt the agenda.  Motion unanimously carried.

Board – Roll Call:  Chair Griffin declared a quorum with all Board Members present. 

Approval of Minutes

Motion by Mrs. Edgecomb, second by Mrs. Harris, to approve the following minutes:

  • October 11, 2016 – School Board Workshop
  • November 1, 2016 – School Board Meeting

Motion unanimously carried.

Approve Negotiated Economic Proposal, Revised HSEF Salary Schedule, and Memorandums of Understanding with the Hillsborough School Employees Federation (HSEF)

Mark West, General Manager, Employee Relations, Human Resources Division, highlighted the item.  Mr. West publically thanked Stephanie Baxter-Jenkins and Jean Clements from the Classroom Teachers Association (CTA), Iran Alicea and Stephanie MacNeel from the Hillsborough School Employees Federation (HSEF), and district teams for their countless hours of collaboration through negotiations.

Mr. West introduced Iran Alicea and Stephanie MacNeel, Hillsborough School Employees Federation (HSEF). 

Motion by Mrs. Harris, second by Mrs. Edgecomb, to approve the Negotiated Economic Proposal, Revised HSEF Salary Schedule, and Memorandums of Understanding with the Hillsborough School Employees Federation (HSEF)Motion unanimously carried.

Approve Negotiated Salary Agreement, Revised ESP Salary Schedule, and Memorandum of Understanding with the Classroom Teachers Association (HCTA)

Mark West, General Manager, Employee Relations, Human Resources Division, highlighted the item.  Mr. West introduced Jean Clements and Stephanie Baxter-Jenkins from CTA.

Stephanie Baxter-Jenkins and Jean Clements thanked Board for supporting agreements and acknowledged Carol Kurdell and Doretha Edgecomb, for their years of service. 

Motion by Vice Chair Stuart, second by Mrs. Harris, to Approve Negotiated Salary Agreement, Revised ESP Salary Schedule, and Memorandum of Understanding with the Classroom Teachers Association (HCTA).  Motion unanimously carried.

  • Increase of three levels on salary schedule
  • Reduce number of levels for ESP’s
  • Review job descriptions
  • Edsby requirements
  • Edbsy real time updates needed
  • How teachers will use Ebsby (daily, weekly, etc.)
  • Student achievement placed first
  • Teacher planning time
  • Edsby as a leadership requirement
  • Two level compression on salary schedule
  • Research other models of salary schedules
  • Bilingual Paraprofessional
  • Teacher population
  • Teacher bargaining unit approximately four times larger
  • HCPS teacher salaries larger compared to surrounding counties
  • Communication with all district employees

Motion by Mrs. Harris, second by Mrs. Edgecomb, to Approve Recommended Salary and Revised Non-Rep Salary Schedule for Non-Represented Employees.  Motion unanimously carried.
