Tuesday, September 13, 2016

The School Board of Hillsborough County, Florida, met in workshop session September 13, 2016, at 1 p.m., in the Staff Conference Room #283, 901 East Kennedy Boulevard, Tampa, with Superintendent Jeff Eakins and Board Members Doretha W. Edgecomb, April Griffin, Sally Harris, Carol Kurdell, Melissa Snively, Cindy Stuart, and Susan Valdes (2:12 arrival) present. Chair Griffin presided.

Approximately 16 people were in the audience, including other school district personnel. 

Chair Griffin called the workshop to order at 1:05 p.m.

School Board Policies (Chief of Schools - Administration)

 

This workshop was held to review policy updates.

 

Mr. Porter commented on the following board recommended policies:

  • 3120.12 – Units (new) -- Business/Human Resources – removed from discussion at this time.    
  • Bathroom Usage (new) – Operations – currently does not have a policy number assigned

 

Charter Schools

  • 9800 – Charter Schools (revised) 

Jenna Hodges discussed this policy to include charter school statutes, application procedures and content; school openings and governance; payments to charter schools by the Board and financial reports. 

Business Services

  • 6144 – Investments (revised) 

Gretchen Saunders introduced Steve Brady, Department Manager – Budget/Investments. Mrs. Saunders discussed this policy to include scope; authority; investment and banking/financial transactions; facsimile signatures; investment objectives; prudent and ethical standards; authorized investments; third party custodial agreements; master repurchase agreement; internal controls; investment performance and reporting; electronic transfer of funds; Glossary of Cash and Investment Management Terms. 

Staff, along with attorneys Jim Porter/Jeff Gibson, will work together regarding Investment Oversight Committee language, and bring back the new changes highlighted in a different color other than red (keeping the current highlighted section in red).

 

Operations

  • 6330 – Acquisition of Professional Architecture, Engineering, Construction Management, Landscape Architectural, or Land Surveying Services (revised)
  • 6331 – Construction Contracting (revised)
  • 6345 – Change Orders (revised) 

Rory Salimbene discussed these policies to include Professional Services Selection Committee and selection of prototypes for reuse (6330); alternatives to bidding and standard contracts statute number changes (6331); change orders (6345).

 

Compliance

  • 2260.02 – Nondiscrimination Grievance Procedures (revised) 

Dr. Pansy Houghton, Executive Officer – Compliance, discussed this policy to include change in location for compliance officer (removed from Human Resources), and resolving a school-level grievance.

 

Student Services

  • 8390 – Animals on District Property (revised)]
  • 2411 – Student Counseling Services (revised) 

Wynne Tye and Christina Benito, ESE Supervisor, discussed these policies to include definitions; vaccination, licensing and/or veterinary requirements; animals in schools and elsewhere on district property; required documentation for service animals for students; implementation plan for a student’s use of a service animal at school;; eligibility of a student’s service animal for transportation; service animals for employees, parents, vendors, visitors, and others; removing and/or excluding a service animal; and statute number changes.   (Not just an Exceptional Student Education policy - the Divisions of Human Resources – Risk Management and Safety, and Teaching and Learning also get involved). 

  • 2431.01 – Participation for Student-Athletes Who Transfer (revised) 

Lanness Robinson discussed this policy to include address verification; choice option transfers; foreign exchange programs (military transfers); and general regulations. 

  • 5517.01 – Foreign Students (revised) 

Wynne Tye discussed this policy to include proof of residency; birth certificates; social security numbers, race or ethnicity data; visas; exchange student programs; enrollment; English knowledge; exchange student conduct and privileges; exchange student withdrawal; and placement of foreign students.

 

Administration

  • 5517.01 – Bullying and Harassment (revised) 

Tanly Cabrera discussed this policy to include a few grammatical changes, and list of authorized programs.

 

Board members and staff discussed all items – changes/suggestions were made (as needed) on the policies presented for Administration, Business, Charter, Compliance, Operations, and Student Services. 

Due to time restraints the following "board recommended” revised/new policies will be discussed at a later date (to be determined).

  • 1130 – Assignments (revised) – Human Resources and Administration
  • 3120.12 – Units (new) – Business and Human Resources
  • 6320.03 – Apprentices (new) – Operations
  • Policy number not assigned – Bathroom Usage (new) – Operations

 Other Topics:

  • There was consensus by the Board to reschedule the 5 p.m., Tuesday, September 20, 2016, Special Called Board meeting to Tuesday, September 27, 2016, at 1 p.m. 
  • The "Discipline” workshop scheduled for 1 p.m., September 27, 2016, will be rescheduled for another date to be determined.
